A corporate website for the Emergency Medical Care Center (ЦСМП) in Pernik, a Bulgarian public healthcare institution operating around the clock. Established in 1995, the center provides emergency medical care at home, at the scene of an incident and during transport to hospital, through five branches covering roughly 2,400 km² and some 132,000 residents across the municipalities of Pernik, Radomir, Breznik, Trun and Zemen.
The Brief
A public institution has two audiences that could not be further apart: a citizen who lands on the site in an emergency, and a supplier or auditor who needs a specific procurement document. The site had to serve both without either getting in the other’s way — and it had to load instantly on an old phone with a weak signal, because that is exactly when it matters.
Design
A calm, medical visual language built around a blue-and-orange palette, generous whitespace and real photography of staff and equipment rather than stock abstraction. Soft geometric accents keep the pages from feeling like a government form, while the typography and contrast stay firmly on the readable side — this is a site people use under stress.
The single most important element is not a button but a phone number. The hero leads with the emergency line, and the contact section states the rule in plain language: medical assistance is requested only on 112; every other number listed is administrative and staffed 08:00–16:30. Making that boundary unmissable prevents the one failure mode that actually costs time in an emergency.
Structure
A single-page architecture with anchor navigation, so every section is one click away and there is no page load between a citizen and the information they need:
- Hero — "Вашата безопасност, нашата грижа" with the emergency number and an experience counter
- About — the center’s legal basis, mandate and service model
- Who emergency care covers — six numbered cards spelling out the categories of patients entitled to emergency assistance, so citizens can self-identify instead of guessing
- Branches — the regional coordination center plus five branch profiles, each with its territory, population density and coverage figures
- Buyer profile — active public procurement procedures with full detail: procedure number and type, estimated value, CPV code, submission deadline, contact person, downloadable documents and a direct link to the entry in the national procurement register
- Normative acts — an accordion-based document library of internal rules, the ethics code, whistleblower protection rules and public-information access procedures, each downloadable as PDF
- Contacts — address and direct lines for the director, chief accountant, accounting and the coordination center
Transparency & Compliance
As a public body, the center publishes under the Public Procurement Act and the Access to Public Information Act. The buyer profile and document library were built as first-class sections rather than a buried PDF dump, with archived procedures linked through to the official national platform — so obligations are met and suppliers can actually find what they need.
Build & Performance
Hand-built front end on HTML5, CSS3 and Bootstrap, with Swiper for content carousels and a lightweight lightbox for documents and imagery. Fully responsive from desktop down to small phones, with Bulgarian language markup, Open Graph metadata and descriptive page meta for search and social sharing. Deliberately delivered as a static build on Apache: no database, no CMS overhead, nothing to go down — for an emergency service, availability and load time outrank editing convenience.
The Result
A clear, fast and dignified public face for an emergency medical service — one that tells a citizen in seconds where to call, tells a supplier exactly how to bid, and keeps a five-municipality institution’s obligations, structure and contacts in one accessible place.
